Partnering for progress: strengthening gender equality outcomes across Victoria’s public sector

The Commission for Gender Equality in the Public Sector engaged Right Lane Consulting to evaluate and enhance gender equality initiatives across Victoria.

Through five projects—including reporting reviews, funding evaluations, strategic planning, and tailored resource development—Right Lane identified key improvements and success factors.

The work strengthened CGEPS’s capacity to support defined entities, particularly in implementing Gender Impact Assessments, and informed future strategies, funding, and sector-wide collaboration for better gender equality outcomes.

Developing a governance and resource model for the housing and homelessness sector

The City of Casey partnered with Right Lane Consulting to strengthen the South East Homelessness and Housing Alliance through a co-designed governance model.

Four workshops with Alliance members clarified strategy, operations, and governance, resulting in a shared vision, a Memorandum of Understanding, and a six-month implementation plan.

The project fostered collaboration, improved engagement, and laid the foundation for a more effective local response to housing and homelessness challenges.

Driving department-wide performance

Right Lane Consulting partnered with the Victorian government to design and deliver the Department’s Improvement Initiative – a department-wide change program to enhance wellbeing, influence, and performance. Through a four-phase approach we co-created a performance strategy and supported action plan implementation. Over 600 staff were engaged across multiple modes and channels, helping embed cultural and behavioural change. Our work uplifted strategic capability, established governance structures, and delivered practical tools to improve planning, engagement, and team effectiveness — laying the foundation for long-term, Department-led transformation.

Chiara Lawry

Chief Executive Officer

Chiara is the Chief Executive Officer at Right Lane Consulting. Chiara has deep experience in the public and social sectors where she has worked extensively as a strategy consultant and policy adviser. Beyond the public sector, Chiara also has consulting experience across a broad range of industries including financial services, industrial goods and the retail industry. She has experience in strategy, digital transformation and business development and is passionate about supporting her clients to solve their toughest problems.

Experience

Her recent experience has included:

Working alongside the CEO and executive team of a fast-growing technology company to reset their vision and define their core values.
Working for the executive team of a government social services agency to redesign their operating model to increase program integration and improve client outcomes.
Supporting the CEO and executive team of a national advocacy organisation to scale their influence in response to increased government funding.
Designing and leading a co-design process to bring together government community leaders and end users to design a new initiative to support economic development in regional Victoria.
Leading the customer journey mapping for a financial services client.

Chiara has a deep passion for social impact and has worked with a number of local and international NFP organisations. She was a founding volunteer and board member at the Oaktree Foundation and has worked with indigenous organisations in the Cape York Peninsula and the Tiwi Islands. She previously served as a board member and deputy chair of Environmental Justice Australia and joined the Merri Health board in 2023.

Prior to joining Right Lane Consulting, Chiara worked at the Boston Consulting Group where she was a core member of the public sector practice. Chiara was a policy adviser at the Department of the Prime Minister and Cabinet in Canberra where she worked under the Rudd and Gillard Governments on health reform and international policy.

Qualifications

Chiara has a Bachelor of Arts and a Bachelor of Laws (Honours) from the Australian National University and a Masters of Public Administration from Columbia University.

Qualifications

Marc holds bachelors and masters degrees in business from Monash and the Melbourne Business School respectively and a PhD from the University of Melbourne.

He is an Executive in Residence at the Melbourne Business School, where he is also on the advisory board of the Centre for Social Purpose Organisations.

Sacha Leonard

Engagement Manager

Sacha is an engagement manager at Right Lane Consulting with a passion for public policy and responsible investment. He supports government organisations, institutional investors and not-for-profits on issues including climate change and the clean energy transition, social and affordable housing and public governance. His work focuses on strategic thinking and analysis, organisational improvement and funding and growth models across a range of sectors and in Australian, regional and global contexts.

His recent experience has included:

Supporting a global member-based responsible investment organisation by reviewing and refreshing their funding model, working with the executive team and board to refresh strategic choices for their 10-year strategy, and engaging their ~5,000+ members through surveys, focus groups, and interviews.
Working with a state government department to introduce a performance and culture improvement program, define and cascade strategic priorities, and uplift leadership and management capability to enhance wellbeing and influence throughout the Department.
Supporting one of Australia’s largest super funds by reviewing and optimising investment governance and risk structures, developing and implementing a fund-wide framework to uplift team effectiveness and leadership, and conducting annual/biannual strategy offsites for board directors, executives, and senior management.
Supporting a national financial services firm through analysing the operating environment and competitors, engaging in customer research to develop a future-fit unique value proposition and service model, and undertaking counter-factual scenario modelling to inform strategic choices and decision making.
Supporting one of Australia’s largest fund managers by analysing opportunities from the clean energy transition and social and affordable housing sector, and launching roundtables to align stakeholders, bring investor certainty, and streamline delivery on emerging investment opportunities.

Qualifications

Sacha holds a Master of Public Policy and Management and a Bachelor of Arts (Honours) from the University of Melbourne.
